The RCMP is the national security agency for Canada, employing approximately 20,000 people, and providing security services across the nation.
Problem
Having initiated a network-based Training Portal in 1996, The RCMP was seeking to improve their infrastructure, while building on the Portal's success. Learning/Development and Customs/Excise departments were seeking a more effective means for training new recruits as well as for the professional development of existing personnel. Key goals for the project were to develop a more efficient training system, reduce costs, facilitate continual updating of content and integrate with various information systems.
Solution
The RCMP selected Eedo to provide a development/delivery platform that would meet these requirements. Eedo's first version of the ForceTen technology was implemented in 1999 and is still in use. The system enables subject-matter experts to develop, publish and maintain e-learning and performance support content without the need for specialized skills or I.T. involvement. Courses, knowledge objects and content updates are published dynamically to a Learning Portal, based on user profiles, so that people only get what they need. ForceTen enables development of learning content that is integrated with information systems and knowledge assets at the Justice Department and the Customs and Revenue Agency. This integration enables learners to have access to up-to-date information from these sources, a critical factor to the client. All activities and results are tracked by ForceTen. Reports can be produced for individuals or groups to measure program effectiveness and retention.
Result
The result is a much quicker response to change, that the RCMP has credited for rapidly achieving the desired state of readiness after events of Sept. 11/2001. In addition, the RCMP measured a return on investment of 600% over 12 months as a result of cost savings on training development and course delivery.
